Downtown Development Authority Meeting September 27, 2017

MEMBERS: Mr. Mark McGiboney, Chair; Ms. Loren Roberts, Vice-Chair; Mr. Brian Barnard, Mr. Jonathan Eady, and Ms. Martha Molyneux. Dr. Melvin Baker and Ms. Kendra Mayfield were absent.

STAFF: Frank Turner, DDA attorney; Matthew Pepper, assistant city manager and DDA secretary/treasurer.

GUESTS: There were no guests.

OPENING: Mr. McGiboney called the meeting to order at 7:00 PM.

APPROVAL OF MINUTES: Upon motion of Ms. Molyneux, seconded by Mr. Eady, the minutes for the meeting on August 23, 2017 were approved as presented. The vote was 5 – 0.

DISCUSSION ON LOT BEHIND ORNA VILLA/E CLARK EXTENSION: The DDA discussed the details of placing restrictive covenants on the properties to the south and east of Orna Villa (1008 Emory Street). Frank Turner explained that it is possible for the DDA to place restrictive covenants if the development has at least 15 residential lots. The DDA could structure the restrictive covenants to begin with an initial 20 year time period, with automatic renewal every 10 years. In addition, the restrictive covenants can restrict design standards and leasing.

DDA ASSIGNMENTS: Before the next meeting, the DDA will complete the following assignments:

=  •   Mr. Eady will write a draft mission/vision statement for the DDA. He will also send it to the DDA members for review and approval.

=  •   Ms. Roberts will invite Stacy Jones and Danny Bivins from the Carl Vinson Institute of Government to the October 25th meeting to discuss developing a strategic plan for the DDA and a design plan for the property.

=  •   Mr. Pepper will invite Robert Jordan, the city engineer, to discuss in greater detail the possibility of changing the curve of the current E. Clark project to a 90° left turn to accommodate for future development.
